توجه به تکمیل پروژه های نیمه تمام و ماندگار در بودجه ۱۴۰۲ شهرداری

سخنگوی شورای اسلامی شهر اردبیل در گفتگو با خبرنگار ما گفت: بودجه پیشنهادی شهرداری اردبیل در سال ۱۴۰۲ مبلغ یک هزار و ۹۰۰ میلیارد تومان بود که اعضای شورای شهر اردبیل در ۲۴ جلسه کاری و تخصصی این بودجه را بررسی و با ۵ درصد افزایش آن هم در حوزه عمرانی در نهایت دو هزار میلیارد تومان تصویب شد.

به گزارش پایگاه خبری گیل فام به نقل از تایماز نیوز/ سلامت صفری با اشاره به اینکه ۳۷.۷ درصد این بودجه، جاری و ۶۳.۳ درصد عمرانی است؛ افزود: سرانه بودجه از دو و نیم میلیون تومان به سه و نیم میلیون افزایش یافته است.

سلامت صفری ادامه داد: بودجه ۱۴۰۲ با نگاه و رویکرد عدالت محوری، منطقه محوری، توانمندسازی مناطق کم برخوردار، توجه به زیرساخت‌های عمرانی، فرهنگی، نظارتی، تکمیل پروژه های نیمه تمام و شروع پروژه های جدید و ماندگار و بر اساس نیازهای اساسی و ضروری شهروندان مصوب شده است.

عضو هئیت رئیسه شورای شهر اردبیل با اشاره به اینکه اگر ۶ سال گذشته را بررسی کنیم از سال ۹۶ تاکنون، درآمد شهرداری با یک شیب ملایم محقق یافته است؛ بیان کرد: تحقق بودجه برای اولین بار در سال جاری به بالای ۹۰ درصد رسیده و با این حساب اکثر اعضای شورا بر این باورند که سطح دو هزار میلیاردی یک سطح منطقی و قابل تحقق است.

وی تصریح کرد: در ردیف بودجه حوزه عمران، بیش از ۴۰۰ ردیف عنوان برنامه مشخص شده که توجه ویژه ای به این برنامه ها در اختصاص بموقع اعتبار باید صورت گیرد. در حوزه محیط زیست و خدمات شهری برای طراحی و ساماندهی مراکز دفن زباله شهری ۳۵ میلیارد تومان، برای لایروبی و تکمیل بهسازی بالیخلی چای از عطایی تا زرناس ۵۰ میلیارد تومان و برای خرید زباله دان با نوآوری در ابعاد مختلف ۱۲ میلیارد گذاشته شده است.

سخنگوی شورای شهر اردبیل همچنین عنوان کرد: توسعه فضای سبز به سرانه ۸ متر مربع، همسح سازی آرامستان ها و ترمیم حصار، احداث گلخانه در متن برنامه مورد توجه بوده است و در حوزه ایمنی و مدیریت بحران برای احداث دو ایستگاه آتش نشانی بودجه مناسبی را اختصاص دادیم.

سلامت صفری تشریح کرد: در حوزه حمل و نقل و ترافیک شهری ۲۲۹ میلیارد اعتبار گذاشته شد. آماده سازی شهرک کوثر، تکمیل و بازگشایی خیابان های ۴۵ متری شورا سنتر، ۴۵ متری سید صدرالدین، ۵۵ متری کوثر، اتصال شهرک ولیعصر به میدان موذن زاده، تکمیل پل نیایش، پل بسیج، پل آقاباقر، پل حافظ و پل قدس و همچنین پروژه هایی بمانند تعریض خروجی محله شهریار ۲۵ میلیارد، تعریض جنب پارکینگ درخشان ۲۰میلیارد، زیرسازی و آسفالت، تملک املاک، خرید ۲۰ دستگاه ون، راه اندازی و تجهیز و توسعه مرکز کنترل ترافیک و نصب تابلوهای راهنمایی و رانندگی، و شناسایی و تعیین مسیر ازجمله برنامه های مورد توجه در بودجه سال ۱۴۰۲ بود.

راه اندازی سامانه صدور پروانه الکترونیک یکی دیگر از برنامه هاست

سلامت صفری با بیان اینکه در حوزه خدمات مدیریتی از جمله برنامه‌های مهم و اولویت دار، توسعه خدمات الکترونیکی یا همان شهرداری الکترونیک است؛تصریح کرد: همه اعضای شورا تاکید دارند که صدور پروانه الکترونیکی در یکی از مناطق به عنوان پایلوت در برنامه و اولویت قرار گیرد. امیدواریم روزی شاهد این باشیم که دریافت پروانه ساختمانی و انجام کارها و امورات را شهروندان بصورت غیرحضوری از منزل خود انجام دهند که خوشبختانه زیرساخت های این امر فراهم شده است.

وی گفت: جهت راه اندازی سامانه جامع شهرسازی و درامد، هوشمند سازی ترافیک و چراغ های راهنمایی و روشنایی معابر، پارکینگ های عمومی، راه اندازی نرم افزارهای کنترل پروژه و مدیریت بازار، خرید ها ، اعتبارات، مستغلات ،حفاری، آبیاری هوشمند، مدیریت یکپارچه نامگذاری معابر، حمل و نقل و بار، شناسنامه الکترونیکی درختان،طرح ایجاد تاسیسات درآمدزا از این محل ۳۶ میلیارد اعتبار گذاشته ایم.

اختصاص ۱۳ میلیارد تومان برای فعالیت های ورزشی شهرداری اردبیل

وی با اشاره به خرید بیش از ۵ دستگاه محلول یخ زدایی بجای نمک پاشی سنتی معابر در زمستان و نیز ۳ میلیاردتومان برای احداث ایستگاه کار برای ساماندهی کارگران خیابانی افزود:در حوزه اجتماعی، فرهنگی ورزشی تیز، ۱۲ میلیارد برای ارتقا نشاط اجتماعی، ۱۳ میلیارد احیای تیم فوتبال شهرداری و برنامه های ورزشی و سه ونیم میلیارد برای تکمیل المان وحدت و بهسازی این میدان اعتبار در نظر گرفته شده است.

عضو شورای شهر اردبیل اظهار کرد: نظر به اینکه شهر اردبیل در سال ۲۰۲۳ به عنوان پایتخت گردشگری کشورهای عضو اکو انتخاب شده است و اردبیل میزبان مهمانان خارجی زیادی خواهد بود؛ بنابراین لازم است فعالیتها را در این راستا بیشتر کرد و آمادگی استقبال از میهمانان بود که در بودجه به این موضوع نیز توجه شده است.

وی بیان کرد: از شهردار ساعی و پرتلاش اردبیل در خواست داریم در جذب اعتبارات عمرانی و ملی، خرید قیر، اولویت بندی و زمانبندی اجرای پروژه ها، تملک املاک، اجرای به موقع برنامه های مصوب، سوق مجموعه به سمت وسوی پاک دستی و سالم سازی، برون ‌سپاری کارها و توانمندسازی مناطق و سازمان ها و همچنین حذف موازی کاری ها و رعایت اصل صرفه‌جویی را مثل گذشته با جدیت پیگیری کند.

عضو هیئت رئیسه شورای شهر اردبیل ضمن تقدیر از تمامی شهروندان عزیز که در مدیریت شهری شهرداری را یاری می کنند؛ گفت: همچنین از تلاشهای شهردار اردبیل، معاونین، مدیران ستادی و عملیاتی شهرداری، و تک تک اعضا و همکاران محترم شورای اسلامی شهر بویژه دکتر اسکندرپور رئیس کمیسیون برنامه و بودجه که طی این روزها در راستای بررسی بودجه زحماتی را متحمل شدند نهایت تقدیر و تشکر را دارم.
